The Scrutiny Cycle: Why AI is making marketing teams slower, not faster

When AI entered the marketing stack, it changed everything quickly. How teams briefed, how they created, how fast campaigns moved from idea to out the door. For a lot of organizations, it felt like the bottleneck had finally been solved.

But new technology at scale rarely comes without new problems. And one pattern from our research kept surfacing in ways that were hard to dismiss.

When we surveyed over 300 marketers across the US and UK for our MarTech Governance Outlook, a pattern emerged that no single data point could capture on its own. As teams have adopted AI, under pressure to meet leadership expectations, they have created more, made more errors, and received justified yet time-sucking scrutiny due to those errors. Scrutiny adds overhead, and that overhead eventually leaves teams slower than they were before AI arrived. It sounds backwards, and that’s exactly the problem. 

We’re calling that pattern the Scrutiny Cycle.

In the sections that follow, we’ll walk through how the cycle forms, where it appears in the data, and why so many teams find themselves moving slower after adopting the very tools meant to make them faster.

How the cycle works

Stage 1: Leadership mandates AI for speed

Unsurprisingly, adopting AI and automation is the top marketing mandate for 2026. 38% of organizations named it their primary mandate, and almost half of teams are being measured explicitly on speed to market. 

This is where the pressure starts. Leadership sees the promise of AI, from reduced manual work, to faster creative cycles, and sets expectations accordingly. What’s less defined is how that output is meant to be managed once it’s created.

Stage 2: Teams adopt AI without governance in place

When AI adoption is being mandated from the top, marketing teams likely rush to meet expectations, oftentimes without ensuring proper execution. And the data supports this. Over half of organizations do not have comprehensive AI governance in place for marketing, meaning they don’t have a consistent system that controls what AI is producing. 

Large enterprises feel this most acutely. Organizations with 10,000+ employees are more likely to report only basic AI governance policies compared to smaller enterprise counterparts. At the same time, they’re often operating at higher campaign volumes, with many sending 100+ campaigns per month.

More output moving through a system without strong guardrails creates pressure that builds quickly.

Stage 3: Faster creation, faster errors

Campaign errors are already common, with 40% of organizations reporting an error in the past year. 

The difference shows up when governance is missing. Nearly 9 in 10 organizations without comprehensive governance experienced at least one campaign error in the last 12 months.

This means that governance, or lack thereof, is contributing to error rates. On top of this, 44% of marketing teams report that AI adoption has increased their compliance or brand risk. So, AI adoption is not just increasing errors, but also increasing distrust. 

Stage 4: Errors trigger scrutiny

When something goes wrong, the natural organizational response is to add oversight. More eyes on content, more approval stages, stricter review requirements, a longer list of stakeholders who need to sign off before anything ships.

The most common consequence of campaign errors across all respondents is increased scrutiny or heavier review processes, reported by 44% of organizations. 

What starts as a reaction to a specific issue tends to carry forward. New steps get added to the workflow, more people are included in approvals, and the process expands to prevent future mistakes.

But this is also where the cycle turns against velocity. The same teams that adopted AI to move faster now have more complex, lengthy processes. 

Stage 5: Scrutiny makes the whole system slower

Over time, that added complexity begins to show up in timelines.

Organizations with approval cycles exceeding two weeks are far more likely to cite compliance and legal review as the primary bottleneck: 53% compared to 31% for teams with faster cycles.

The time saved in creation is offset by the time added in review.

This effect is more visible in larger organizations. Companies with 10,000+ employees are more than twice as likely to report only modest speed gains from AI compared to smaller companies. Additional stakeholders, layered approvals, and compliance requirements absorb much of the efficiency AI introduces.

In regulated industries, the impact extends beyond timelines. Organizations were 67% more likely to report losses of $501,000 to $1M from campaign errors. Internal disciplinary action (55%), reduced email deliverability (44%), and brand reputation damage (41%) are all reported consequences.

At that level, scrutiny becomes a cost center as much as a safeguard.

Stage 6: The pressure resets and the cycle turns again

What makes this a cycle is that the underlying pressure doesn’t change.

Teams dealing with longer approval cycles and heavier review processes are still expected to increase output. The response may be to invest further in AI, adding more tools or expanding usage in an effort to regain speed.

Without governance evolving alongside that adoption, the same pattern repeats. More output leads to more errors, more scrutiny, and more process weight.

The system doesn’t correct itself. It reinforces the same behavior.

This isn’t an execution problem

Most of the teams caught in this cycle are producing more than ever. The system underneath all that output just wasn’t designed to handle it.

When governance is added after creation instead of built into it, the only available response to errors is to increase oversight. Over time, that adds friction across every campaign, not just the ones that triggered it.

AI didn’t introduce that friction, but rather exposed how much the process depends on catching issues late rather than preventing them earlier.

 

How to break the Scrutiny Cycle

The organizations seeing different outcomes aren’t stepping back from AI. They’re adjusting how it fits into their workflow.

The shift is less about how much AI is used and more about where control sits in the process.

The Scrutiny Cycle is a process problem with a process solution. And the teams that recognize it early end up moving faster the longer they use AI, not slower.
